A well-organized international tax system should be implemented with a goal of greater fairness and inclusiveness, Chinese Finance Minister Lou Jiwei said at the Group of 20 summit. The need for one, Lou said, is evident in the waning effectiveness of fiscal and monetary policies worldwide.
