Financial-technology companies will be able to obtain a “special purpose charter” from the Office of the Comptroller of the Currency that allows them to operate nationally instead of meeting state-by-state rules. The charter also would require fintechs to work in underserved communities and comply with consumer-protection rules, officials said.
