Swaps-market margin rules light fire under banks

Collateral requirements for the over-the-counter derivatives market that take effect Sept. 1 in Japan and the US have major banks hustling to comply. Other venues have delayed implementation, but once fully in place, the rules are estimated to require more than $790 billion in collateral to guard against risk contagion from the default of a single trader.
